Content Creator Partnership – Request for Proposals
The Central Pennsylvania Festival of the Arts invites content creators to submit proposals for a paid partnership during this year’s festival, held in Downtown State College. Taking place from July 8-12, 2026, this is the 60th anniversary of the event.
This opportunity is designed to support the festival’s social media strategy by generating high-quality, on-site content that captures the energy, creativity, and community impact of Arts Fest. Selected creators will help showcase not only the festival experience itself, but also the values that define it: accessibility, inclusivity, community pride, and a deep appreciation for the arts.
All creator partnerships will be facilitated, vetted, and managed by the festival’s social media partner, Hello Social Co., on behalf of the Central Pennsylvania Festival of the Arts.
Partnership goals
Creator content will support the festival’s broader marketing and storytelling goals, including:
● Building excitement and awareness leading up to and during the festival
● Capturing authentic, on-the-ground moments that reflect the Arts Fest experience
● Highlighting accessibility, welcoming spaces, and community connection
● Creating a library of evergreen photo and video assets for future social media use
● Reaching new and relevant audiences beyond the local market
Who should apply
This opportunity is open to creators who:
● Produce strong visual storytelling through short-form video and photography
● Have experience covering events, destinations, arts, culture, or community life
● Value inclusive storytelling and are thoughtful about accessibility and representation
● Have an engaged audience that extends beyond the immediate State College area
● Are comfortable creating and posting content in real time during an active event
Both local and out-of-town creators are encouraged to apply.
Scope of work & required deliverables
Each selected creator proposal must include, at minimum, the following deliverables:
● 1 Instagram Reel
● 1 Instagram carousel post
● Instagram Stories shared during and/or immediately following the festival
● A small set of licensed assets for the festival’s social media use
Licensed assets may include:
● Photo or video clips from the festival
● Evergreen b-roll suitable for future posts
● Detail shots, people-in-place moments, or environmental visuals
Creators are welcome to propose additional deliverables beyond this minimum scope if they align with the festival’s goals.
All feed posts must use Instagram’s collaborator feature, tagging both the creator and the official Arts Fest account.
Content approach & storytelling focus
Proposals should demonstrate an understanding of the festival’s content pillars and storytelling priorities, which include:
● At the festival: live art, performances, vendors, crowds, and atmosphere
● Community connections: volunteers, artists, attendees, and local impact
● History & legacy: Arts Fest as a long-standing cultural tradition
● Accessibility & inclusion: mobility access, sensory-friendly spaces, and welcoming experiences for all
Creators are encouraged to share how their content would reflect these themes through their own lens and lived experience.
As the Central Pennsylvania Festival of the Arts celebrates its 60th anniversary, creators should weave elements of legacy, reflection, and celebration into their content, highlighting what has made Arts Fest a cherished community tradition for six decades.
Creators should be prepared to post content both during this year’s festival week and in the months leading up to the 2027 Central Pennsylvania Festival of the Arts. This approach allows content captured on-site to support immediate coverage as well as future festival promotion.
Accessibility & representation
The Central Pennsylvania Festival of the Arts is committed to being a welcoming, inclusive event. We are especially interested in creators who thoughtfully incorporate perspectives related to:
● Accessibility (mobility, sensory needs, or other considerations)
● Cultural or lived-experience diversity
● First-time festival attendance or new audience perspectives
Creators do not need to identify with these perspectives personally to apply, but proposals should reflect sensitivity, awareness, and intention in how stories are told.
Compensation & hosting
Creators are asked to propose their total fee based on the required deliverables outlined above. Proposals should reflect:
● Creative planning and production time
● On-site content capture and posting
● Licensing of agreed-upon assets for festival use
Details related to hosting (such as accommodations or meals, if applicable) will be coordinated directly with selected creators.
Asset usage & licensing
By participating, creators agree to license the approved assets to the Central Pennsylvania Festival of the Arts for use on its owned social media channels, including organic and paid placements. Full licensing details will be included in the final agreement.
Selection process
Proposals will be reviewed and vetted by Hello Social Co. on behalf of the festival. Selection will be based on:
● Alignment with the festival’s brand and content goals
● Strength and consistency of past content
● Audience relevance and geographic reach
● Creativity and clarity of the proposed approach
● Professionalism and reliability
